I fixed the issue. Because of the horrendous UX on Asus' website, I could not select my operating system without GOING TO WALMART AND BUYING A BLUETOOTH MOUSE. After that, I downloaded the 8.1 drivers, restarted the computer, and the touchpad worked. Asus' UX sucks, but Windows told me that there were no updates for the ELAN Input Device when there were. If either Windows 10 worked better, or Asus had better UX, I would not have had to drive 20 minutes there and back and spend $15 on a mouse that I will only have used for 3 minutes.
